Why the speed limit has nothing to do with speeds

Drivers tend to drive at the speeds at which they feel most comfortable, regardless of the speed limit. One study indicates that accident rates increase when speed limits are lowered. Lower speed limits result in more traffic violations, not fewer accidents.
