The market like processes where demanders and suppliers of various public policies interact are conceptualized as democracies. The conditions that make political markets more or less attractive for firms to compete with one another to advance their interests are outlined.

This paper argues that design and implementation of mutual forbearance strategies (MFS) may pose challenges to a company, evaluate how such a policy could be implemented, and suggest that, until further research is conducted, this topic will not be fully understood.
