CGT the next barrier and Labor may help knock it down

Article Abstract:

Both the Democrats and the Australian Labor Party (ALP) agree that Australian capital gains taxes must be reduced to be competitive with the United States. Capital gains tax at the personal income tax rate is close to 50%. Also, the 36% corporate tax rate does not make Australia globally competitive. John Ralph and his taxation review committee are taking into account global taxation trends before making governmental recommendations.

The Australian budget for 1998-1999 shows a $2.7 billion surplus, and a prosperous year is predicted. However, the economic disasters in Asia caused a fall in orders, and the business confidence index fell about 9%. To maintain the rising surplus, government costs should be cut, with measures such as requiring copayments for health care by the middle-class and wealthy.

The Australian budget proposal for 1998-99 is expected to produce a lower income tax, because the Treasury predicts increasing surpluses. This scenario may fail if interest rates rise. Government expenditures in 1997-98 did not exceed those for the previous year. The growth rate of investment in housing, which was 8% in 1997-98, is expected to slow.
