Clinton signs second stopgap funding bill; compromise temporarily ends impasse

Pres Clinton signed a stopgap measure that kept the federal government from completely closing down that would remain in effect through Dec 15, 1995. Debt and social spending are key issues. The measure provided 75% funding to agencies and programs for which appropriations bills had not been passed.

Northern Ireland talks impasse broken

The prime ministers of Britain and Ireland announced at a joint press conference an agreement to resume talks on the fate of Northern Ireland. There was pressure to get peace talks back on track before the Nov 29, 1995, arrival of US Pres Bill Clinton for his five-day European tour.
