Democrats have proposed new tax legislation that will use increased taxes on the wealthy to fund a middle-class tax reduction. The Democrats also have proposed reductions on corporate income taxes and capital gains taxes.

The House of Representatives, on Feb 27, 1992, passed a bill that would reduce middle-class income taxes, raise income taxes for the wealthy and reduce the capital gains tax. Pres Bush claims he will veto the bill.
