Distributional effects of liberalising UK residential utility markets

Article Abstract:

United Kingdom's implementation of the Privatisation Acts, which seeks to deregulate residential utility markets, is expected to generate regressive distributional effects on some of the country's vulnerable households such as pensioners. With regards to low-income households, the deregulation will most likely increase their expenses on prepayment meters since such group of households consume less gas. Pensioners are also negatively affected since the retail price index which is used to uprate their payments tend to include the lower average prices paid for residential utilities.

Competition in electricity supply: will '1998' be worth it?

Article Abstract:

United Kingdom's decision to open its electricity market to full competition is predicted to create large transfers from electricity firms to consumers. Consumers are expected to benefit from lower transmission and distribution charges as well as from the reduction in fossil-fuel levy. Meanwhile, extension of competition to franchise market will bring benefits from consumers who are well-informed and who take above-average amounts of electricity.

Liberalization and divestiture in the UK energy sector

Article Abstract:

The UK government used different privatization schemes for its energy industries. The gas sector for instance, was sold as an integrated monopoly while the coal industry will be sold as five separate units. The benefits from the sales were considered prior to the decision on whether to privatize before or after reorganization. The timing of the reorganization was also considered to minimize costs.
