Dual sourcing in repeated procurement competitions
Article Abstract:
The effectiveness of the US Defense Dept.'s repeated procurement strategy of dual sourcing is examined. This approach involves dividing production quantities between two or more suppliers to enhance the attractiveness of government business and, consequently, stimulate competition among contractors. The study focuses on the use of dual sourcing as a tool for mitigating the competition-reducing impact of production learning and costs of entry. A two-period model that takes into account these two variables is used for assessing the performance of the governments' purchasing methodology. The results indicate that dual sourcing is an effective mechanism for counterbalancing the inhibition of competition and is shown to minimize overall expected costs. Dual sourcing becomes even more valuable in cases when the buyer cannot commit to long-term contracts or when the contractor cannot bid away expected gains.
