UK Prime Minister John Major released a position paper on Mar 12, 1996, called 'A Partnership of Nations' that spells out the Conservative Party's position on the EU. Major took a moderate stance, calling for greater independence by member states. He did not address the monetary union plan.

European Community allows wide currency fluctuations
Article Abstract:
The European Community (EC) announced Aug 2, 1993, that it would allow currencies tied to the exchange rate mechanism to fluctuate by 15% in either direction. Previously they had been allowed to fluctuate by only 2.25%. The German mark and Netherlands' guilder were excepted.

Leaders agree on currency name
Article Abstract:
European Union leaders agreed on Dec 15, 1995, to call the new single currency the 'euro' and begin fixing currency rates among member nations by Jan 1, 1999. The currency will go into official circulation in 2002. The UK opposed the new name and timetable.
