Constitutional amendment fails in House
Article Abstract:
The House failed to pass a bill on Apr 15, 1996 that would have required a two-thirds majority vote to pass a federal tax increase. The vote was 243-177 in favor, but did not pass because it required a 2/3 majority and would change the Constitution. Republicans highly favored the bill.

'Clean fuel' causes health concerns
Article Abstract:
The Environmental Protection Agency and the Centers for Disease Control and Prevention are investigating whether MTBE can cause health problems such as headaches and nausea. MTBE producer Arco Chemical claims that the petrochemical does not cause cancer.
