Article Abstract:

Congress has approved the Risk Assessment and Cost Benefit Act of 1995 as a measure to limit the power of the federal government to impose regulations touching such areas as the environment, health and occupational safety. The bill would specifically require a cost-benefit analysis for every proposed regulation.
