The Israeli-PLO peace talks reached a stalemate over Palestinian self-rule issues, and the deaths of several people during the first week of Jan 1995 demonstrate how far the negotiations have to go for resolution. The main issues focus on the placement and rule of settlements .

Rabin, Arafat hold talks in Cairo on Palestinian self-rule

Yitzhak Rabin and Yasir Arafat met in Cairo, Egypt, on Oct 6, 1993, to discuss Palestinian self-rule. The Israeli parliament approved the agreement by a vote of 61 to 50, and about 65% of the Israeli public supported the agreement.
