Japanese premier Tomiichi Murayama apologized to the world for its role as an aggressor in World War II, but would not compensate individuals who suffered during the war. Emperor Akihito offered sorrow, but no apology. Global reaction was mixed, and some Japanese politicians opposed the move.

Chinese premier meets Keating
