The French Navy attacked the Greenpeace vessel on Jul 9, 1995, hoping to prevent an environmentalist protest against France's decision to resume nuclear testing. Several European Union countries expressed their displeasure with France's planned South Pacific tests.

Federal emergencies were declared in 39 of California's 58 counties after heavy storms from Mar 8-15, 1995, caused flooding in the state. Another series of storms had caused flooding in Jan 1995. Agricultural losses are expected to reach $360 million.
