Organizational simulation and information systems design: an operations level example

Article Abstract:

The use of simulations of organizational for the study of the design and performance of information systems is examined. This analysis highlights the interaction among organizational structure, internal decision-making and decision support technology. Simulation of alternative distributed decision-making approaches for the hospital patiet scheduling program indicates that complex interaction occurs among organizational structures, their information support systems and the task environment. In particular, structural and performance interaction is exemplified in the design of problem solving strategies that maximize the information capabilities inherent in the present structure. In this case, solution options should be based on role compatibility, information location and solution consistency.

Decision support for target-based resource allocation of public services in multiunit and multilevel systems

Article Abstract:

A target-based resource allocation (TABRA) model is proposed as a way to relate performance measurement and resource allocation in multiunit multilevel organizations (MULOs). A combination of data envelopment analysis and goal programming techniques were used. A principal-agent concept was used with central and decision-making unit management as the principal and agent, respectively. TABRA was formulated from a goal programming model that determines the contribution of individual agents with regards to marginal rates of conversion between inputs and outputs of the operation, the contribution of the principals with regards to global performance goals and the modeling of the measures of equitable distribution. Said model was demonstrated through a sample of 20 fire departments.
