Article Abstract:

The decline of the general practitioner (GP) in Australia's primary health care system and a move toward a more corporate system are the results of the government's policy of attaining more efficient delivery of health care. Legislation has limited Medicare rebates to $7.6 billion over a three-year period, an increase of only 2%. The Practice Incentive Program (PIP) will offer practices up to $15,000 per GP to perform such non-fee-for-services as after-hours care and upgrading of computer systems.

The Federal Government has introduced numerous changes in Australian Medical Services through its Medicare plus package. The benefits arising out of this package are presented that would include elimination of bulk-billing clinics.
