Performance management is becoming renewedly popular in the 1990s. It is similar to the 1950's idea of management by objective. With effective managers it becomes a tool for the department to move together toward clearly defined goals. Misapplied, it is just an instrument of exerting power. Managers are having to deal with being competitive and profitable and this is one of the aids available to ensure both.
