The House and the Senate passed a $23.3 billion appropriations bill in Jul and Aug, 1995, that provides funding for the Treasury Dept and the Postal Service for FY 1996. Amendments on health insurance coverage of abortions and currency stabilization programs were the most controversial.

GOP balanced-budget plan wins Congress's final approval
