Ten leaders of the CIS met in Kiev, Ukraine, on Mar 20, 1992, to address the critical issues facing them, but failed to resolve a single one. Ukraine Pres Leonid Kravchuk denied that he had changed his decision to transfer tactical nuclear weapons to Russia.

U.S. floats Ukrainian arms plan
Article Abstract:
The US proposed implementing global supervision in the storage of nuclear warheads from the Ukraine, and Ukrainian Defense Minister Konstantin Morozov supported the plan. The warheads eventually would be dismantled.
