Article Abstract:

Issues concerning the right for countries to retaliate against other countries who fail to abide by World Trade Organization dispute panel decisions are examined. Topics include the mechanics of the retaliation, by which one country can impose a surtax on imports from a second country; the manner in which the retaliation actually hurts the importers and the consumers of the importing country and does little harm to the country that has failed to abide by a WTO decision; and examples regarding international trade of hormone-treated beef and aircraft financing.
