Wisconsin to end welfare payments

Article Abstract:

Wisconsin plans to replace its welfare program with a workfare program in 1997. Welfare payments would also be replaced with childcare assistance and incentives for companies hiring poor workers. Governor Tommy Thompson says that Supplemental Security Income should pay for those unable to work.

Clinton backs Wisconsin reform plan

Article Abstract:

A new Wisconsin welfare program that withholds cash payments from welfare recipients has received support from President Clinton. The Wisconsin plan seeks to ween people off of welfare by providing them with job training and placement assistance, as well as child care for those who find jobs.

Clinton signs sex offender notification bill

Article Abstract:

A new legislative bill that calls for communities to be notified of the presence of convicted sex offenders was signed by president Clinton on May 17, 1996. The bill was prompted by the case of seven-year-old Megan Kanka who was killed by a sex offender who was released into her neighborhood.
