Article Abstract:
Turner Broadcasting System owns the rights to pre-1950 episodes of the Warner Bros Looney Tunes library of cartoons which include Bugs Bunny and other famous characters. Turner sold the shows to China Central Television in 1994 but translation issues and linguistic rivalries within China have delayed broadcasting of the shows in China until Jun 1996. The problem is that Chinese audiences speak several distinct forms of Mandarin that each have unique idiosyncrasies and pronunciation. Bugs Bunny will speak with a Beijing Mandarin accent on the mainland and use a local accent in Taiwan.

Hong Kong's police force is battling a resurgence in corruption and trying to attract good recruits with a campaign emphasizing decision-making rather than excitement. As the 1997 handover to China approaches, some police are reportedly getting what they can while they can, and up to a third of the force's expatriate senior officers are leaving, adding to the 1,350 openings to be filled in the year to Mar 31, 1996. The force has allied with a watchdog group to crack down on increasing organized crime in the ranks.

The Vietnamese state regards corruption as a national disaster, according to Communist Party member Doan Nhan Dao, who along with 10 other elderly comrades wrote a letter to party leaders in May 1998 accusing Pham The Duyet, one of five members of the standing committee of the politburo, of corruption. The letter alleges that Duyet used state funds to purchase homes for himself and his children and allowed others to take similar action. The allegations are now being investigated.
