Heathrow's fate

Article Abstract:

A new terminal for Heathrow Airport, England, looks likely to be approved following a long planning inquiry. The terminal would provide a 50% increase to Heathrow's capacity, but may not be enough to satisfy increased demand for flights. There is a need to carry out such inquiries more rapidly. There is also a case for an environmental levy on airline landing charges to fund ground transportation to Heathrow and back, and for measures to cut pollution and noise.
