Brazil's public revenues are increasing and public debt has been improved, while emergency loans granted with the help of the International Monetary Fund are being repaid. Further progress is still necessary. Brazilian public finances are examined in further detail.

Economic stability in countries such as Brazil and Argentina underlies Mercosur's early success. Mercosur, the trading area established by the southern nations of South America in 1991 has benefitted from lower than usual inflation rates and stable currencies.
