UK Prime Minister Major released a plan for Northern Ireland that includes a joint Ireland-Northern Ireland elected body, a self-determination referendum and more UK-Irish cooperation. Although unionist leaders strongly denounced the proposal, it will likely bring all parties into serious negotiations.
