A soldier's return?
Article Abstract:
Paraguay is seeking the return of former army commander, Lino Oviedo, from Argentina, where he has been a political exile. Oviedo is wanted on charges of seeking to murder the Vice-President, Luis Maria Argana, as well as seven demonstrators later killed in protests. There is speculation that the Paraguayan government is concerned that Oviedo's return could lead to political instability, despite the official rhetoric seeking his return. Paraguay has had only some 10 years of democracy, and corruption has become a problem in this time.

Andres Rodriguez
Article Abstract:
Paraguay's government has long been dominated by dictators and corruption, but Rodriguez initiated important political reforms when he deposed former leader Alfredo Stroessner in 1989. The country now has a democratic constitution and less censorship. Rodriguez died on Apr 21, 1997.

Lino Oviedo has been arrested in Brazil following a failed coup in Paraguay, and he is also wanted in connection with the killing of Paraguay's vice president in 1999.
