A thin black line: redistricting

Three Congressional voting districts held by minorities in Virginia, New York and South Carolina face legal challenges due to redrawing of district lines after the 1990 census. The three legislators are trying to appeal to their potential constituents by focusing on issues that affect all people.

North Carolina's recent redistricting is an example of gerrymandering getting in the way of common sense. Plans for balanced Congressional redistricting often create complicated boundaries that do not relate to geographic divides at all.
