Action replay in Chechnya?
Article Abstract:
Russia has attacked Chechnya and claims to be setting up a buffer zone. The Chechens could regroup if Russia decided to halt, and this would leave Russian troops vulnerable. There are also problems if Russia seeks to advance further, since the cost could be high in military terms. Russia is also using economic warfare against Chechnya, reducing supplies to gas and electricity. The refugees are suffering nost, though Russian troops could find winter conditions in Chechnya difficult. There is concern that the conflict could spread outside Chechnya.

Gen Lebed's negotiated agreement in Chechnya is shaky, oddly constructed and humiliating for Russian military forces, but represents the best hope yet for peace. However, his resultant popularity makes him a favorite to succeed the ailing Boris Yeltsin as president, which could be bad for Russia.

Russian Pres Boris Yeltsin fired his defense adviser, Alexander Lebed, thus making it conceivable that Lebed would run for president and possibly win in the next election. Lebed would likely oppose reform if he was elected president because of his experiences in Yeltsin's cabinet.
