Article Abstract:

Sub-Saharan African economies face a debt crisis due to dependence on official capital flows which has been exacerbated by economic reforms. The high level of debt hampers economic growth in the region. Efforts have been made to achieve an international solution to the problem. Meanwhile, South Africa has set out its economic policy which includes restrictive fiscal policy and a reduction in tariff barriers. North Africa has enjoyed higher levels of economic growth than Africa as a whole during the 1990s.
