The European Union has a relatively small budget but it has given rise to a number of disputes. This is partly due to misspending. The United Kingdom has obtained a rebate, and Germany is seeking a reduction to its net contribution as a condition for the entry of new members. A freeze in the budget is needed to prevent further arguments and to control public spending levels that are already too high in Europe. There is also a need for reform of European agricultural policy.

Erkki Liikanen, Europe's housekeeper
Article Abstract:
There are inefficiencies in the way that the European Union (EU) is run, which means that money is sometimes wasted. The Finnish commissioner, Erkki Liikanen, has responsibility for the budget portfolio and the personnel and administration of the European Commission. He aims to increase productivitiy and reduce costs, and also plans a new building to house the commission in Belgium. Labor unions oppose Liikanen's proposals, which is an encouraging sign of his virtue.

Germany's struggle in Europe
Article Abstract:
Germany is seeking to reduce its net contribution to the budget of the European Union (EU), which is almost five times the some contributed by any other EU member. Germany also aims to reform the EU budget, with less to be spent on agriculture. A gradual reduction in the amount paid to farmers in subsidies is possible, and the sum paid could be capped. Budgetary reform is needed if the EU is to expand to include its eastern neighbors, a move that Germany supports.
