Congress should approve Pres Clinton's wish for fast-track authority in international trade negotiations. The US is a highly respected trade talks leader, and it will lose is credibility and international economic strength if it cannot take an active role in trade discussions.

Japan's Ministry of Finance is using its traditional policy of currency depreciation to alleviate the country's economic problems. Further depreciation of the yen against the dollar will cause Japan's trade surplus to rise dramatically in 1997 and 1998.
