Article Abstract:

The US dominates communications, commerce and business and is the strongest military power, yet it is uncertain about is foreign policy. The dilemma is whether to cooperate with others, and so dilute its power, or act alone. Some senators who oppose the Test ban Treaty are not isolationists, but believe that the US act unilaterally in foreign policy. US interest are unclear and cannot be articulated by President Bill Clinton, who is taken up with immediate issues and lacks discipline. A country that stands alone loses influence, and even Clinton is able to see this.

World law and world power

Article Abstract:

The US has become ambivalent about international law, although it was the Roosevelts who helped set up the United Nations. The US has often delayed ratifying international treaties and obstructed the development of international legislation. The US opposes the setting up of a permanent international criminal court and wanted its own soldiers to be exempt. There is a lack of credibility when the US will not apply human rights law domestically. The question arises as to whether US should be a champion of international law if it plans on acting as a policeman.

It's the world, stupid

Article Abstract:

US foreign policy will be a key concern in 2000, according to President Bill Clinton, and changes world wide and in the US mean that geopolitics will become increasingly important. John McCain is seen as having increased interest in foreign affairs in the US. Clinton's policies have been affected by setbacks such as those affecting world trade talks, and the destruction of the Comprehensive Test Ban Treaty by the Senate. The US has to decide how to use its power, and how allies and rivals should be treated.
