The summer 1993 flooding of the Mississippi River and its tributaries in Iowa, Missouri, Illinois, and elsewhere has caused as much as $3 billion worth of damage, according to some estimates. Pres Clinton has committed some $2.5 billion in federal aid to flood relief.
