Virginia's tobacco farmers, who collectively account for nearly $200 million in tobacco sales each year, bitterly oppose proposals to increase taxes on cigarettes. Tobacco farmers earn an average of $3,800 per acre, 38 times the per acre income generated by wheat farming.

The practice of lobbying has come under increasing criticism from the general public, led by Pres Clinton and Ross Perot. It is not likely to go away however, as too many politicians count on lobbyists for a large percentage of their campaign contributions.

Tommy Fletcher's burden: Appalachia

Johnson started his War on Poverty program by visiting Tom Fletcher, who was living in impoverished conditions with his family. Since then, Fletcher's life has not improved. But Johnson's program has created services that have improved lives of the poor.
