Japan's postal savings bank has attracted a lot of depositors who are wary of the enormous debt the nation's private banking industry has accumulated. A proposal to privatize the system and force it to compete on equal terms is being lauded by the private sector.

A mess without a market: Russian banks

Russia's transition to a market economy depends much on its commercial banking industry's ability to operate independently of the state central bank. The central bank has loosened credit to the industry which is still little more than an intermediary.
