Before the flood: Laotian dam plan raises environmentalists' hackles

Article Abstract:

The government of Laos is still pushing the Name Theun-2 hydropower project but construction is being held up due to pressure on the World Bank from environmentalists to undertake detailed studies of the economic and ecological impact. The Vientiane government claims that the project is important to Lao's attempts to catch up with southeast Asia's booming economies. However the project would flood an ecologically sensitive area, dislocating many tribespeople, although there are claims that much of the area is already degraded by logging and farming.
