Big banks are first among equals

Article Abstract:

The European System of Central Banks will be decentralized and there is concern about the difficulties it will face due to the establishment of monetary policy. These types of problems were faced by the Federal Reserve System of the US when it was established in 1913. The system will make decisions on interest rates through its general council comprised of six members of the European Central Bank's executive board and the 11 national central banks' governors.

The European banking industry has had several executive changes in the latter months of 1998. The latest bank mergers resulted in some resignations so other bank executives could become chief executives. Russian banker Andrei Borodin at only 31 years of age is CEO of the Bank of Moscow, one of the few solvent Russian banks.

Article Abstract:

Russian Prime Minister Yevgeny Primakov announced a state-controlled agency called The Agency for Reconstruction of Credit Organizations would take over failing banks. The Russian treasury has $590 million saved to protect the healthy Russian banks. No list has been provided that will tell the banks that will be saved.
