Article Abstract:
The European parliament has moved to a new building and has a new president, Nicole Fontaine. The parliament is likely to be combative, and the European People's Party has moved to the right, while the right has made gains in elections to the parliament. The parliament has also gained confidence as a result of forcing the European commission to resign in Mar 1999. There is a need for an absolute majority if the parliament is to show strength toward the commission or member governments, and this will not be achieved if there are divisions between the political right and left.

Elections will be held in the European Union (EU) for the European Parliament from Jun 10-Jun 13 1999. Voter turnout dropped to 57% in 1994 from 63% in 1979, and there is concern that a further fall could occur in 1999. The British have the worst abstention rate, while the Belgians have the best rate. The European parliament is seeking to encourage younger voters through advertising on MTV. Abstention rates reflect enthusiasm about links with Europe in different EU member countries.
