Chasing cheap labor

Article Abstract:

Economic and monetary union and increased labor mobility in the Single European Market will decrease the wage gap between Germany and Portugal. Douglas McWilliams believes language barriers will keep low wage economies down, but non-labor costs will rise quicker than he thinks.
