Statesmen at the 1992 EC summit in Edinburgh produced changes to the Maastricht treaty on European political union that could pave the way for Danish approval of the agreement. Concerns about the EC's budget threaten to bring about further disunity, however.

The Maastricht treaty is on very thin ice in Britain, despite reassurances from the Tories to the contrary. Prime Minister John Major is likely wishing the issue would just go away, because his political fate and that of the treaty may be closely tied.
