China lures foreign retailers with rule changes

China has changed its rules regarding foreign retailers, resulting in such U.S. companies as Toys "R" Us, Best Buy, and Home Depot to open businesses there. Previously, China required foreign retailers to form joint ventures with Chinese retailers.
