China's military spurs concern; a white paper on defence would ease neighbours' worries

China should issue a white paper on defense to allay its neighbors' concerns and reduce the chance of a regional arms race. Japan, Australia, and other countries have already done so, making their defense strategies more transparent. China's continuing need to tell other countries' officials that China is not aggressive reflects continued anxiety, fueled by China's rapid military build-up and military technology purchases. China also continues to test nuclear weapons and sell weapons abroad.

Peaceful East Asia greets 1998
Article Abstract:
East Asia is facing serious financial difficulties as 1998 begins, but from the security point of view is actually in reasonably good shape. China has not pursued its claims to Taiwan to the point of creating serious friction, and conflict on the Korean peninsula remains under control. The dispute over the Spratly islands between China and Asean has also died down. There has been a significant improvement in relations between countries in Northeast Asia and Southeast Asia.
