Social charter
Article Abstract:
The European Commission's (EC) social action agenda has made little progress since the launch in Dec 1989 of the Community Charter of Fundamental Social Rights. A key problem has been the UK's reluctance to endorse the Charter and its continued insistence on the necessity of establishing national tradition-based non-binding agreements in lieu of the Charter. Nevertheless, several proposed EC measures have already been forwarded on a number of social charter issues such as childcare, supplementary social security schemes, and cross-border pension benefits.

Energy tax
Article Abstract:
The European Commission (EC) has proposed that member countries levy a tax on fuels such as coal and natural gas as a means of promoting energy efficiency, while helping to reduce carbon dioxide emissions. The proposed environmental tax, which would be based on the energy and carbon contents of various fuels, would be introduced gradually beginning 1993 and would be fully implemented by the year 2000. EC environment ministers are studying the idea and a working group of environment and energy experts should have a draft proposal ready by Jun 1992.
