Colombia's drug-bedevilled hopes of peace
Article Abstract:
Colombia is seeking to end guerilla warfare and to demilitarise municipalities in the south of the country. President Andres Pastrana sees coca cultivation as a social issue linked to poverty, migration and political violence. He is seeking US backing for his policy, but the US argues that it could affect US measures to eradicate coca in southern Colombia. The US policy has not affected the total amount of coca that Colombia grows, and the US has ignored coca growing areas in the north west. The US position could be due to ignorance, or because it prefers to tackle coca growing when it is controlled by the political left rather than the political right.
