Beorge W. Bush is criticizing Republican leaders of Congress, and they are vulnerable to criticism. The Senate has refused to agree to the Comprehensive Test Ban Treaty to humiliate President Bill Clinton rather than due to concerns about US nuclear security. The Republicans also want to delay an agreement on the Budget to create problems for Clinton, though the Republicans are likely to be blamed if the government is shut down. They also aim to delay payments to the low paid as a way of achieving spending cuts. Bush stresses the role of the states and aims to bypass divisions in Congress. He could lose supporters from the Republican right through his positioning in the center.

Republican presidential candidates, George W. Bush and John McCain, have different styles and policies. Bush appears confident and may seem light-hearted in comparison with McCain. Bush appears less serious about foreign policy than McCain, who sees the US as a force to promote good world wide. Bush is stronger on domestic policies, while McCain focuses on reform of campaign finance. McCain has shown less ability to work with others. A combination of the two candidates in a single person would be ideal.
