Cracks in the cabinet

Article Abstract:

Philippine Pres Fidel V. Ramos is hounded by a growing factionalism among his cabinet members. This situation stems partly from the diverse interest groups that supported Ramos' candidacy. Ramos' opponents, on the other hand, had well-organized and relatively more homogeneous political machines. The squabbles are characteristically petty and are expected to die down in due time unlike the bitter ideological conflict among cabinet members during Pres Corazon Aquino's term that seriously affected decisionmaking.

Article Abstract:

The Philippine Supreme Court has ruled out the possibility of a second term for President Fidel Ramos. Ramos supporters have been lobbying for a constitutional amendment that will allow the president to serve a second term, as Philippine constitutional law states that President Ramos may serve only one term of office. Besides revising the constitution, Ramos may remain in power only when Congress authorizes an election or declares itself a constitutional convention.

Crisis compounded: Ramos remains ambivalent on constitutional change

Article Abstract:

President Fidel Ramos of the Philippines may run for a second six year term if the one term limit of the constitution is amended. However there is opposition to the amendment from political rivals and from ordinary Filipinos. Some criticize Ramos for following in the footsteps of dictator Ferdinand Marcos, and businessmen claim that the government is distracted by politics and unable to concentrate on critical economic problems.
