Article Abstract:
The European Community's (EC) drive towards economic and political integration is threatened by the enormity of events in Eastern Europe because experts are unsure whether the 12 EC countries can surmount internal conflicts and self-interest when addressing economic opportunities connected with Eastern Europe. The economic stability of the EC is driven by the deutsche mark, and many observers feel that West Germany's commitment to the EC will be diverted by its attention to absorbing East Germany. Also, the relationship between France and West Germany is the central building block of the EC, and a combined Germany may put that relationship out of balance. Pressure from West Germany already has forced the EC to reschedule an intragovernmental conference to create a central bank system until after West Germany's national elections.

Institutional power in the European Community (EC) is divided between the Commission, the Council of Ministers, and the European Parliament, and is characterized by the lack of a system of checks and balances and democratic process. The 1987 Single Europe Act extended the European Parliament's merely token power while legitimating the Council and Commission as the true legislators of Europe. The impending internal integration of the EC market, the proposed creation of a central bank and common currency, and the origination of pan-European economic, social, and tax policies pose constitutional problems for the EC, including: lack of review by national parliaments of EC acts; lack of formal accessibility to the Council and Commission; and lack of accountability of the Council and Commission to the the European parliament.

Italy can take credit for moving Europe closer together during its presidency of the EC, but the future is clouded by isolation at the world trade talks
Article Abstract:
Italy will end its successful six-month presidency of the European Community (EC) in Dec 1990. The Italians oversaw the removal of internal restrictions to the movement of gas, forcing EC members to carry another member's energy across its lines. The Italian presidency will climax with the intergovernmental conferences in Rome that will focus on political and economic union. A troubling note during the Italian presidency has been the intransigence of the EC member nations to compromise on agricultural subsidies at the Uruguay round of the General Agreement on Tariffs and Trade, which threatens the success of the negotiations. The single market of 1992 received a boost when Air France agree to open its domestic market to competition in return for the ability to takeover two other French airlines.
