The wages of peace

Article Abstract:

Pres Clinton announced in Jul 1993 that the US has ceased opposition to International Monetary Fund loans to Vietnam, a move that clears the way for hundreds of millions of dollars in international aid projects in Vietnam. The US trade embargo is still in force, barring US companies from doing business in Vietnam. Clinton's announcement was low key, and there was little opposition from MIA activists. The announcement came after a Defense Intelligence Agency investigation found little credibility in a Russian document alleging the Vietnam lied about MIAs.
