Still a mess

Article Abstract:

Russia has been hit by a bombing campaign in the south and in Moscow, and the government has reacted by calling for harsh measures against terrorists seen as originating in Chechnya. There appears to be a plan to impose a blockade on Chechnya. This plan may have popular support in Russia, but is unlikely to be successful. Rebels from Chechnya have traveled to and from Dagestan, and are seeking to foster an uprising in Dagestan. Russian relations with Azerbaijan and Georgia have worsened as a result of Russian accusations that they are aiding terrorists.

Yeltsin's double dilemma

Article Abstract:

Russian prime minister, Boris Yeltsin, faces domestic opposition, and conflict in Dagestan involving Islamist fighters and Chechen warlords. Former prime minister, Yevgeny Primakov, has joined a coalition of regional bosses which represents a strong opposition. Elections could be postponed as a result of conflict in Dagestan. There is a need for a peace settlement in Chechnya if the government wants the Caucasus to be calm. Russia has not acknowledged that Chechnya is virtually independent, and the region cannot develop normally without a settlement.
