Article Abstract:

In order to meet its Kyoto Protocol obligations, the European Union is imposing strict limits on C02 emissions. In Germany, this has resulted in higher profits for utility companies, as they charge more for electricity in order to cover higher costs. This has caused concern in the manufacturing sector.

A Russian delegate to a United Nations conference on global warming clarified the country's position on the Kyoto Protocol. Russia is willing to ratify the Kyoto Protocol provided sufficient foreign investment is guaranteed to revive the country's depressed industrial sector.
