Forced to the table: at U.S. insistence, Pyongyang sits down with Seoul

Article Abstract:

North and South Korean senior officials have met in New York for peace talks based on proposals made initially by Presidents Bill Clinton and Kim Young Sam of South Korea to look at ways of replacing the armistice with a peace treaty. Pyongyang is to further consider the proposal before deciding on four power talks. The US could pursue peace by pushing North and South Korea into serious reconciliation talks, whilst using food aid inducement and the normalization of economic and diplomatic relations to encourage North Korea.

Appointment in Beijing

Article Abstract:

US sources report that North Korea and South Korea are holding direct secret discussions in Beijing, China. The two countries have held high-level talks only twice since 1972. The Stalinist government in North Korea may be motivated by a serious famine to make some concessions to South Korea for lifting opposition to providing food aid to the North. South Korea has been attempting to force North Korea to abandon its direct peace negotiations with the US that have shut out the Seoul government.

The US Senate appointed Stanley Roth as Assistant Secretary of State for East Asian and Pacific Affairs on Jul 31 1997. The appointment followed a six month vacancy in the post, following the resignation of Winston Lord in Jan 1997. Analysts say the gap, at a crucial time in East Asian affairs, represents a lack of interest in the region from the Clinton administration. East Asian diplomats have high hopes that Roth will be able to re-focus US attention on East Asian policy.
